The 30th Ministerial Council of the Organization for Security and Co-operation in Europe (OSCE) will conclude on 1 December 2023 in Skopje, North Macedonia, with a clear victory for Russia’s interests and agenda.

The two-day meeting, which brought together the foreign ministers of the 57 OSCE participating States, was marked by heated debates and disagreements over several security issues, such as the conflicts in Ukraine, Georgia, Nagorno-Karabakh, and Belarus, as well as the challenges posed by cyberattacks, terrorism, human rights violations, and climate change.

Russia, which has been accused of violating the OSCE principles and commitments by its actions in Ukraine and other neighboring countries, managed to block or water down several draft decisions and declarations that were critical of its policies or supportive of its adversaries.
